REFORM OF THE LORDS.

PROPOSALS OUTLINED. LONDON, July 12. Lord Crawford, in the House of Lords, submitted the Lords Reform resolutions, which will be taken on Tuesday. They provide that the House of Lords shall be composed, in addition to peers, of blood royal lords, spiritual and law lords, of members elected either directly or indirectly from outside the hereditary peers by their fellow peers, and members nominated by the Crown. The constituted House will consist of 350 members. Another resolution provides that, while the Lords shall not amend or reject money Bills, the decision as to whether a Bill is a Money Bill or not shall be referred to a joint standing committee of both Houses, consisting of seven members from each House. The Speaker of the House of Commons shall be chairman. The number of peers nominated by the Crown is to be fixed by the Statute.
