THE PREMIERS’ CONFERENCE.
Received July 16, 12.10 a.m. LONDON, July 14. The Premiers’ Conference did not meet to-day owing to Mr. Lloyd Georges engagement with Mr. De Valera. To-morrow’s conference is similarly cancelled on account of Mr De Valera. Meantime, however, various committees are proceeding. Mr. Massey is confident a wireless chain can be established, even if relays are necessary. Mr. Massey is receiving cables from New Zealand assuming that the Premiers are participating in the Irish negotiations. He reiterates that the conference has not intervened in Ireland either individually or collectively, with the exception of General Smuts. The Builders’ and Merchants’ Committee recommended uniform legislation throughout the. Empire regarding limitation of owners' liability. So far it is learned that Canada, Australia and Britain have already passed acts substantially satisfying in this respect, particularly with reference to Bills of lading. The committee urged other Dominions to give the matter attention soon. It is proposed that the committee should continue under Royal Charter. Mr. Hughes brought up the question of rebates. He also wanted information showing how services could be improved. The chairman stated that evidence had been already taken in regard to rebates, but no decision had been reached as to a recommendation except the-fibvious one that there must be no victimisation of shippers. General Sykes, director of Civil Aviation, advises the Conference on proposals to establish airship services. Sir Ross Smith is helping. Messrs Hughes and Sastri will be afforded an opportunity to-morrow to deal with Indian questions. Matters affecting a White Australia will not be raised <*r even hinted at. Complaints regarding the disabilities of Indians resident in the Dominions will be thrashed out. Mr. Meighen has definitely decided to leave London on the 21st.
