FRANCE AND AMERICA.
Received April 24, 5.5 p.m. PARIS, April 23. M. Vivian! has transmitted a message declaring that the sentiments expressed during his visit to the United States were evidence of loyalty and devotion to the same ideals by France and America, which must surely continue. He stated that France would never be an obstacle to world-wide peace.
