JAPANESE-AMERICAN TREATY.

THE CALIFORNIAN LAW. Received Dec. 27, 8.30 p.m. WASHINGTON, Dec. 26. This is expected to produce dissatisfaction on the part of many foreign interests who control oil lands and other properties.
