WASHINGTON, Dec. 31. i Viscount Grey has departed for Lon-; don. New York papers state that he will present to the British Cabinet what he ! considers the final position of America ; towards the Treaty, and will tell Air' Lloyd George just what conditions th? Allies may expect to have to make if . they want to bring America into the i League of Nations. Reports are current that the differ-; cnees over Article Ten of the League of 1 Nations covenant are delaying, and , threatening to defeat, the efforts to se- i cure a compromise. The principal differ- I ence is with President Wilson and with , those who agree v. ith his construction! and proced upon the assumption that | Article Ten puts a moral obligation ! upon America to help prevent external i • aggression against any member of the ! League of Nations. While Senator ' Lodge, the reservationist, and the mild j reservationists have declined to accept ; a. blanket obligation, the Democrats ad-j mit the obligations while the Republi-: cans deny them.
