The Allies have consented to modify the protocol in the direction of submitting to the Hague whether the tonnage demanded in substitution for the Scapa Flow destruction will cripple Germany. Other features will be modified and It is expected that Germany will now sign.
LONDON, Dec. 8. Mr Bonar Law anticipated an early signing of the Peace Protocol.
