WHEN YOU CAN GET IT PACTS WORTH CONSIDERING PROHIBITION WITH COMPENSATION was definitely defeated on April 10th. THE LIQUOR TRADE URGED THE ELECTORS not to pay £4,500,000, but if they wauted Prohibition to get it for nothing at the General Election. THAT OPPORTUNITY WILL BE GIVEN on Polling Day, and the vote will be taken upon the Bare Majority. THERE WILL ALSO BE AN OPPORTUNITY of voting for.National Continuance or for State Purchase, followed by State Control—that is the State going into the Liquor business. IF STATE PURCHASE SHOULD BE CARRIED the State will require to purchase not only the Bars, which alone are necessary for the purpose of State Control, but also the whole of the premises, for which the Brewers and Hotelkeepers • will receive in cash anything from Ten to Fifteen Million Pounds. The Minister of Finance is authorised to borrow £10,000,000, but there is no limit in the Act to the amount which has to be paid.* The terms of the Act are "full compensation." The amount will be settled by . Assessment Courts. Nearly half the total amount will be for Compensation and the remainder for the properties. THREE YEARS AFTER there will be another Poll, and Prohibition may be carried. In that event the Brewers and Hotelkeepers would have the solid cash and the State would bear the loss. It would still have the properties, but at a greatly inflated value, plus any profit made during the three years., but there would certainly be a loss of millions of pounds. IF NATIONAL PROHIBITION IS CARRIED, Prohibition can be tried without any cost to the State. It will come into operation on June 30th, 1920. IF PROHIBITION PROVES UNSATISFACTORY and the Dominion wants State Control, it can then be introduced without any pa.yment to the Brewers and Hotelkeepers, and without any capital cost whatever to the State, save that of providing stocks of liquor. LET THE ELECTORS DEMAND another Poll on the subject, and Parliament will certainly grant it. SINCERE STATS CONTROLLERS have therefore two options— 1. They can vote for State Purchase and have the State pay from £10,000.000 to £15,000,000 in cash to the Brewers and Hotelkeepers or— 2. They can get rid of the present system altogether without any cost by voting Prohibition at the coming election, and can then demand a vote on State Control at the election following. THE TRADE ASKED LAST • TIME: (1) "Why pay £4,500,000 for Prohibition now when you can get it for nothing in November?" (2) "Why pay £4,500,000 when the money is wanted for Repatriation?" ASK YOURSELF NOW: "WHY PAY £10,000,000 TO £15,000,000 FOR STATE CONTROL WHEN, IF THE COUNTRY WANTS IT. IT CAN BE GOT FOR NOTHING AFTERWARDS BY VOTING PROHIBITION FIRST!
