Received August 14, 5.5 p.del BERLIN, August 12. - The Government has addressed General Foch, pro-testing that the Germans were not allowed to send 300,000 prisoners back to Russia, as the Allies believe the prisoners would assist Bolshevism. The protest states that Germany has insufficient food for the prisoners.
