PARIS, May 15

There is a growing feeling in Government circles in favour of joint operations with the Finns against Petrograd. A Finnish communique indicates a readiness to advance, the Finns merely awaiting Allied approval. The British attitude is arousing interest, particularly in view of Mr. Bonar Law's statement, which is regarded as implying that bolder steps to help Russia are imminent.
