WILL THE GERMANS SIGN?
COPENHAGEN, May 18. Scheidemann, addressing the representatives of the foreign press, outlined the speech which he later delivered in the National Assembly. He said it was possible to form a Government -which would sign the terms, but it was doubtful whether such a Government would bo acceptable to the Allies. The Independents' manifesto showed -willingness to^ sign, but personally he tfeought the present coalition was the only possible Government. A reactionary Government was impossible, while an Independent Socialist administration would be equally as unable to fulfil the "conditions'as the existing; one. He concluded: "We will do all ive can to modify and make the terms acceptable, but it is unthinkable that the Government should accept the terms in their present form." •
The Independent Socialists' manifesto charges the German Government with inspiring Allied distrust by undertaking, the reconstruction of the German army, which is an insult to the proletariat, whom the manifesto urges should overthrow the Government. The manifesto adds: The peace terms are inhvunanly harsh, but a refusal to sign will entail the of the hunger blockade.
