COPENHAGEN, May 18. Scheidemann, addressing the representatives of the foreign press, outlined the speech which he later delivered in the National Assembly. He said it was possible to form a Government -which would sign the terms, but it was doubtful whether such a Government would bo acceptable to the Allies.
