LONDON, May 11. Bantzau will visit Berlin during the coming week, and returns with the Government's counter-treaty.
Tlw Government has authorised Rantzau to request a personal meeting with President Wilson for the purpose of oral negotiations.
Kantzau I'as presented two notes to M. Clemenceau. The first says the demands are such that no people could bear, and the second states that although Germany is required to sign a treaty embodying the League of Nat'ons, she has not been invited to join the League Rantzau asks under whsit

The AlHps' reply to Rantzau's notes says, in regard to the first note, that the terms were.framed -with the constant thought of respecting the principles upon which the armistice and prace negotiations were proposed. The Allies cannot admit a discussion respecting their right to insist on fche terms Mibtantiafly as drafted, l>ut they will consider practical suggestions .
In answer, to Rantzou's second note, the AUies stato that the covenant of the Leasjue explicitly provides for the admission of enemy Powers.
