Speaking to a deputation on Saturday,, Sir James Allen said the coal shortage was so serious that at any moment the Government rnisht have to cut off everything superfluous in railway traffic, and It might even have to cut off passenger trains, but if such restrictions were necessary it would only be for very essential reasons. The coal question was most serious. Unless the* Government improved its supplies he looked with some trepidation to the winter.
