A SATISFACTORY SOLUTION
(Argus.) Received May 4, 5.5 p.m. PARIS, May 2. Germaafc's righta, at Kaiochau and ftbatttunj^will be transferred unreservedly to Japan. The latter engages voluntarily to return Shantung Peninsula to China's full sovereignty, retaining merely the economic concessions which China grantad to Germany. > Japan is permTftea to establish settlement at Tsingtao, While the railway company will be allowed to employ special police in order to secure traffic, hut the police * are, to consist of Chinese, with Japanese instructors, the latter being appointed by the Chinese Government. Japanese soldiers are to be withdrawn at the earliest moment. Japan therefore secures concessions such as the other great Powers possess, and
the future relations of the two countries come under the League of Nanatfons, guaranteeing territorial integrity and political independence.
