CONSTITUTION OF JAPAN.
THE NEED FOR REMODELLING
PARIS, April ?
An interesting feature is the number of Japanese assembled in Paris. These include 35 journalists, beside* representatives of commercial and financial interests, all actively studying European conditions resulting from the war, with a view to educating Japanese opinion on political, social, and economic problems.
An nformal meeting of the Japanese outside the Peuco Delegation passed a resolution advocating radical changes in the Japanese Constitution, together with a comi'lote reconstruction of the economic and social system so that, as a great I'ower, she may be able to stand in line with Western nations. Japan':; i>o>* tical system is regarded as archaic and too conservative compared with the Western democracies. *The general view is expressed favouring the remodelling of the Constitution on British lines, with ,a limitation of monarchial powers and the effacement of the bureaucratic influence now controlling the Government institution.
