The " Herald's" Paris correspond apt interviewed Sir Robert Cicil> who expressed the opinion that questions of race discrimination will not be disposed of in the League of Nations covenant. Any. attempt to dfir cide these matters in the covenant would be considered a violation) of the clause prohibiting interference in the internal affairs of members of the League. -
