Under the Brussels agreement, Germany Is allowed to export ceviafn commodities but undfrr article three the export of coal, tfiiber, d^ utufta, iron and steel products, sugar, glass, electrical and . certiHn' other machinery ar© proTislonafly prohibited. It Is no# agreed the Allies shall have the Qtpemptive right to purchase two-thirds of each of these commodities. The remainrin& third can be'exported* to other countries, the proceeds of- the sale to be applied to the payment of food. This arrangement will he abrogated after preliminary Peace is signed. ' <
