Speaking at the Mansion House, ?vlr Balfour said a League of Nations or some such scheme., must be created if our labours and sacrifices were to bear fruit. Germany would never enter the League until she had been reformed upon wide and enduring lines, and realised the fallacy of her* dreams of world dominion. There was no chance for the security or future peace unless wo utilised the moment of victory toy iorming machinery which would render war impossible.
