PETROGRAD, December .3

Trotsky announces that if Tchitcherin and Petroff, two Russian agitators, are any longer kept in concentration camps in England, the Russian Government will take similar measures against Englishmen in Russia. Trotsky has also appointed Tchitcherin British Ambassador.

LONDON, December 3

It is understood in London that Tchitcherin and Petroff are quite unimportant personages. They were interned for refusing to comply with British regulations regarding the recruiting of l.ussian troops.
