THE RUSSIAN NAVAL REVOLT TION.

COPENHAGEN, October 10
In the Reichstag Admiral Yon Capelle made a sensational statement disclosing a plan to introduce Russian revolutionary ideas ia the German Navy. He asserted that the Independent Socialist members of th 3 Reichstag, in the course of. a conference, held actually in the Reichstag building, approved a scheme whereby representatives should be selected aboard all shii.s, who would persuade the men to disobey orders, paralyse the fleet, and force the conclusion of peace. "I am able to state," said Yon Capelle, "that subsequent events showed that in the Navy were a few percons who forgo +. honour and duty, but who suffered the deserved penalty."
