Captain Boebm has been" instructed to inform the military attache to provide the necessary funds.—Signed, Zimmerman." "January 22nd.—Obtain particulars of.persons suitable for the carrying out of sabotage in the "United States and Canada from the following." Then follow three names, including Jeremiah O'Leary, of NeAv York, who is described as "reliable but always discreet." These persons were indicated by Roger Casement. The cable continued: "Sabotage can be carried out in every kind of munition factory, but the Embassy must not under any circumstances be compromised. Similar precautions must be taken with regard to the Irish pro-German propaganda. Signed by representatives of General Staff."
