The Durham miners have instructed their delegates to oppose the sending of representatives to Stockholm.

RUSSIA' ATTITUDE

PETROGRAD, August 19. In order to clear any misunderstanding regarding the Stockholm Conference, Mr Thompson interviewed M. Kerensky, who issued the following statement: — The Russian Government intended to convey to the British Government that, being a national coalition of different parties, it could not consent to be bound by the decision of the Conference. He regarded favourably any effect designed to promote reasonable peace. The Russian Government is asking the Allies not to place obstacles in the way of delegates wishing to attend.
