Wireless Russian message: The Red Cross Society lias successfully negotiated with Austria to mitigate the condition of prisoners of war, but has been ttnable to secure relief from' Germany. !The society accuses the latter of practising refined barbarity. The food allowance has been incredibly reduced, and mostly consists of refuse and foodsubstitutes dangerous to health.
