GERMANY'S REASON.
LONDON, February 4. Commentators agree tiat Germany deliberately chose to offend the United States, regarding unrestricted submarining' as more important than America's activities as a belligerent. .Moreover, Germany welcomes the. possibility of American representation at the peace negotiations, believing that American senii-pacificisfes will weaken the British and French demands. One theory, based on unquestionable information, is that Germany desires to over-run Denmark, seize the Scheldt, and possibly Holland, securing t«he stores of copper and food. This would be the natural sequence to German, policy when neutral opinion, ceased to count.
AMSTERDAM, Feb. 4. The "Lokal Anzeiger" states that it is not a matter of indifference that the greatest neutral Power sides with our enemies, but Washington need not be mistaken. We foresaw the possibility, and discovered that it would be a lesser evil than abandoning our best weapon against our mqst dishonest adversaries. \
