AMSTERDAM, December 19. The Kaiser, on December 14th, speaking to the Lorraine army, said: "I have addressed to our adversaries a proposal for peace negotiations. I am uncertain whether they will accept. The matter is in God's hands, as is our whole struggle. He will decide upon it. We ,leaye it to Him. We must not argue His ordering. We are grateful to Him that we thus far have the honour of being His instruments m the Divine judgment that has come upon our enemies. Let the decision fall as it will, hewing will proceed further until our adversaries have had enough. I can trust you for that."
