LONDON, Oct. 12

In the Roumanian Parliament, M. Basiles^o said that he believes the following are the motives behind the Central Powers' attempt to crush Eoumania: Victory would mean the consolidation of German mastery from the Noi-tli Sea to the Persian Gulf, the invasion of Russia from the south via Bessarabia, the control of the Black Sea, and perhaps a decisive victory in the East; also the securing of the vast Roumanian stores of corn, petroleum, benzine, mineral oils, salt, timber, railways, goods, and the system of Danube transport, besides the crops. He exhorted the Allies to do their utmost to protect; Roumania, thereby shortening fhe war and saving millions of lives and hundreds of millions of money.
