LEGISLATIVE COUNCIL.
(Per Press Association.) WELLINGTON, July 20. The Legisiat've Council met at 2-30 p.m. i Sir Francis Bell moved that the Council agree to the report of the first conference on the Military Service Bill no far as the conference was in agreement.
ftjir Francis Bell also moved the second reading or the Legislative Council Amendment Bill. He traced the history of the Act and said Mr Massey and the Reform party were of the firm opinion that it should be passed into law. They were as determined m 1916 as they were in 1912. He was disappointed that the experiment would not be made next year, but as a matter of fair play to Tjoth sides, it could not lx; made until after a general election. That was why it was proposed to amend the Act by substituting the first day of January 1920, tor the first of January 1916. Every member who assented "to the formation of the National Government was bound to support the arrangement. The Hon. Barr moved an amendment to the effect that the Act of 1914 be repealed. The Hon. G. Jones moved the adjournment of the debate.
