RUSSIA FAVOURING ROUMANIANS.
IiONDON, June 26. The High Commissioner reports:— A Roumanian citizen has been appointed Mayor of Czernowitz. 'A'he same policy is being pursued in other Bukovina towns, the Russians favourr ing Roumanians for such positions.
