Sir E. Grey explains that some unnecessary apprehension has b"een caused over the* coal regulation. Tt merely required licenses to be obtained for coal cxpnuts not destined for British possessions, in consequence of regulating the j>riee in Britain. Tt wa> necessary to control the coal trade and maintain a proper proportion for homo and foreign consumption.
