Received 5-5 p.m., July 19. * NEW YORK, July 18\ The Louisville Council, Kentucky, has issued an ordinance forbidding negroes to invade the residential portion -of tlie city occupied by whites. It also prohibits' whites to live in negro quarters. Of recent years negroes have progressed m education and wealth, and have a tendency to pay for the purchase of property in the better portions of the city, which is resented by the white population beer.use their property is depreciated in value in consequence. y-.
