Carson will start a provisional government. It adds that as the arrest of the leaders is likely to provoke Ulstermen's resistance, it is intended to seize the Boyne bridges, an army of 25,000 co-operating with the fleet. When xevealing the Government's plans to the Generals, Sir Arthur Paget referred to the possible massacres of advanced detachments if isolated in battles.
