Received 10.30 p.m. March 9. PARIS. March 9. The "Temps" St. Petersburg correspondent says that the Czar expressed a desire that th© Duma should augment to 100,000 the increase of 90,000 in the Russian army's effective strength, promised to M. Delcasse, which with the increase already voted, will give 408.000 additional roan three years hence.
