(Times—Sydney Sun's Special Service.) ST. PETERSBURG, February 15. The Czar's rescript on the dismissal of Kokovtstoff accuses him of insufficiently promoting temperance. The liveliest curiosity is evinced respecting the measures which the sovereign contemplates with a view to reducing drunkenness.
