Renter's Constantinople correspondent says it is understood that the Grand Vizier's reply to the British, French and Russian enquiries is that the arrangement is being carried out at Mali--moud Shevket's instance, whereby, in-, stead of the employment of foreign acl-~ visers, the actual command had. been conferred upon foreign officers entering the Turkish service. This course has been already followed in the case of the navy, under Admiral Limmis, and the gendarmerie in the Armenian" villayets, under Col. Hawker.
The Grand Vizier adds that Yon Sander's authority is limited, especially iii the matter of th© Straits and Constantinople, whose garrison is' under the command: of Faki Bey.
Turkish official opinion is much aroused at the Powers' so-called unwarrantable interference with Turkey's sovereign rights. It is noteworthy that the consequence of'the-inquiries-has bqen to confer iihexpected popularity'-'on the German mission, even among the Chianvinists, who at the outset .viewed ifche foreign command with misgiving.
