Samuel, in a speech on Imperial relations, said: We realise in England, that Canada, New Zealand, Australia, and South Africa must not be interfered with, but must be masters of their own affairs. The freedom of the Dominion is strength to Empire lives, and will continue to live because the various parts are free." Referring to Defence, he said it can't be right that a burden necessary for the common advantage should press on one pair of shoulders alone, but what action the Dominions should take was a matter tor them alone-.
