Lord Emmott, iat the Chiamberi of Commerce luncheon, dealing with immigration, said that if the Empire is to remain a great united Empire the heart of the Empire must be sound, apd it would not look sound- if Britain's population was decreasing, while the population of Germany and other countries: was increasing. Therefore,'while .'desirous that every emigrant from the United Kingdom should go to the dominions or other parts of the Empire, he would look with great anxiety on a. condition of affairs which led to a decrease in' the population of the United Kingdom, 'because then everybody would say the days of the British Empire—or at any rate, the heart of the Empire—were numbered.
