The Government intends to make a permanent disposition of a portion of tho naval forces with the object cf guarding the Pacific when tho Panama, Canal opens. Mr Daniels, the Postmaster-General, has declared tfoat the United States now regarded the Pacific coast as America's great frontier, and its development and defence astt o nation's pressing duty. Plans have beau prepared to provide for the division of the Atlantic fleet into tiro units, the second and less powerful one to be cruising continually in th 3 Pacific. " ,
