A SCATHING CONDEMNATION. tt*cr Prv*s:* '.'jor-mtion.'* WESTPORT, July 23. Tho report of the recently appointed inspector of works, Mr J. E. Howes, to the Harbour Board was a scathing condemnation of tho conduct of 'the Cape Foul wind, railway ( and the method of the breakwater construction, and lie ■finys with regard to the latter that tho breakwater, instead of being made to stand the rough seas, has been made to Tise purely and simply as a dump to allow unsuitable material to be got rid of as quickly as possible, and that the whole ofttoh o works seem to have been used for tho benefit of the traffic on th-^ line, the annual *rro«s revenue from which would only build a few feet of the breakwater.
