Received 7-30 p.m., July 22. .SYD.VEY, July 22. . Tho final ; session. of the State '.Parliament was opened by Sir Gerald Strickland with the usual ceremonies. Tho Governor's Speech covered the measures outlined in Mr. Holman's speech, .previously cabled. The Speech also announced that all the powers and precautions of the existing law were being applied to suppress the outbreak of smallpox. A Bill providing for compulsory vaccination would be introduced at tho earliest -moment. The-erec-tion of grain elevators, proposals for an, underground city railway and vehicular, ferry services between' Sydney, - '.and North Sydney, the creation of more model suburbs in the metropolitan and country industrial centred, were foreshadow.:;'. 7..
