GOVERNMENT TROOPS SUCCESSFUL. REVOLT STILL SPREADING. (United Press Association:—Copyright.) PEKING, July. 21. f General ,Changshun was successful ire the preliminary engagements against tho Nahfiing rebels, and he now bars the road of advance towards Peking. The Government troops were also successful at Kieingsi. Six warships .at Shanghai declared for the Southerners. The principal military officers at Wuhu have been assassinated,- which indicates that the province of Anhui is joining the uebels. The Kwangtung Assembly declared against Yuan-Shih-Ivai. Shanghai and T-ukien have also gone over. Meanwhile, southern politicians are quitting Peking. It is likely that Parliament will ba adjourned. An official at Kiuking refused' et British merchant permission to send goods to foreigners, stating that there w^re no facilities for the British. Subsequently he .obtained a pass on the American Consul's influence.
