He proposed that' California should suspend legislation until the Federal Government had time to negotiate a- now treaty.' ,The Governor refused to agree, and it ,'isf now thought probable that the Japanese Government will appeal to 'the United States Supremo Court. The Cabinet lias dfseussed Mr. Bryan's ' repjy, but a statement is hot forthcoming.
