PUBLIC NOTICES. NEW ZEALAND TO WIT. "V["OTIOE is hereby given that it is '1\ intended to present to the General Assembly of New Zealand at the next; ensuing sitting thereof a Bill to be entitled " The Wanganui Harbour Dai. trict and Empowering Act 1913." The object which the said Bill is intended to effect is to constitute the Wanganui Harbour District, being au the area comprised in the lands described in the Schedule hereto and to empower the ' Wanganui Harbour Board "to construct certain works •within the Harbour or Port of Wanganui and adjacent thereto and to borrow a sum of One hundred and twonty-fiye thousand pounds (£125;----000) for that purpose and for the pur poses of paying th e costs of the said Act and for rciisbg such loan and the first year's inteie6t thereon and the amount owing by the Board on bank overdraft at the time when such loan is raised and also if and when One hundred thousand pounds (£100,000) oc such loan has been raised and expended to empower the said Board to borrow a further One Hundred an-1 twenty-five thousand pounds (£125,000) for .the like purposes, the interest on sach loans not to produce to the lender a higher rate of anteiest than Five pounds (£5) per eontum per annum, and* no money to I© borrowed except with the consent of the ratepayers within the Harbour District ascertained separately as to each such loan in manner prescribed by the Local Bodies Loans Act 1908 all the provisions of Bart I. of which Act shall extend and apply to such loans and that at the polls taken in respact of such loans the district electors' rolls in force for t^e time being in the several Boroughs Towr Districts and Counties and parts, thereof comprised within the Harbour District shall taken together be the roll "on which such poll shall be taken pre "vided that no person shall have more than on© vote at such poll and no wife shall vote in respect of her husband's qualification or vice vors^ also that if a majority of tho valid votes recorded at such poll are in favour of the proposal the proposal shall be doemftd to be carried. If such proposal is carried it as further proposed that the Wanganui Harbour Board bo empowered to levy a rate o«: all rateable property in the Harbom District according to its capital value as appearing in the District" Valuation Bolls under the Valuation of Land Act 1908 for the purposes of paying the annual charges and sinking fund of Ten shillings (10s.) per centum per annum in respect of such loan the rate in the combined district consisting of the said Borough of Wanganui and the Town Districts of Gonville and Castle cliff to be always double tho rate levied •in the rest of the said District, tho amount of such rate to be levied an any year to be determined according to tho deficiency of estimated revenue required to meet tho estimated expenditure of tho Board in any year. It is also provided by the said Bill that the said Wanganui Harbour Board may Jevy differential dues an respect of goods produced or manufactured without thft District or despatched from the port of Wanganui to a point outside such dis trict as their final destination without being warehoused in the District as against goods produced or mauufactured within the District or despatched to a point within the District as their final destination or warehoused withus the District and requiring statutory declarations from shippers and importers to assist in the collection of such dries. It is also provided by the said Bill that in lieu of the two members of tho Wanganui Harbour Board at present elected by the electors of Wanganui County two members Shall be elected by the electors of those parts of the counties of Wanganui, Waimarino and Rangjtiked included in the District and that in lieu of the two members at present elected by the electors of the County of Waitotara two members shal' in future be elected by the electors ol those parts of the Counties of Wai--totara and Patea included in the District and provision is also made for a such elections. A copy of the said Bill together with a statement of the financial position of the Wanganui Harbour Board a copy of the Balance-Sheet of the Board for the year ending the thirtyfirst day of December 1912 a statement showing tho Board's revenue from wharfage, pilotage and ship dues during the current year and the estiraat-v! increase of revenue from those sources to be derived from tho proposed works, and a oopy of the estimate by Mr. Leslie Reynolds of the cost of construction of the proposed works in their entirety and » plan indicating the nature of the proposed works a copy of the estimate by Mr. Howarth of the cost of construction of the extension of the present works and a plan of the proposed Wanganui Harbour district, are deposited in the Magistrate's Court at Wanganui, and are open at that place to public inspection.

THE SCHEDULE HERETO. All that area bounded as follow* Commencing at the mouth of tho Tunakina River on the Tasman Sea proceeding thence along the centre of the said river to a point about 33 miles in a straight line from the mouth being the intersection with the said river of the South Boundary of Blocfc^Xlll. of the Maunga baretu Survey District, th\enco west by the said South Boundary and the South Boundary df Block -XVI. of the Ngamatea Survey trict to the centre *of the Wa,ngaehu River, thence up the centre of the Wangaehu River to the intersection therewith of tho South Boundary of Blocks VII. and VI. of tho Ngamatoa Survey District, thence w'cst "by th' 3 sa.id Sonith Boundary to the Qkura Stream thence up the Okura Stream to the Boundary dividing Blocks I. and 11. of the Ngamatea Survey District, thence north by the said dividing boundary to the south boundary of Block XV. Makotuku Survey District, then p.© west by tho said South Boundary to th> centre of the Mangawhero River, thence xir> the centre*of tho Man g.awhere- River to the North Boundary of Blocks XIII. and XIV. of the Makotuku Survey District thence west along the said North Boundary to the east boundary, or Block XfT. of tho Barete Survey District, thence north by the said ISast boundary to the north boundpry of Blocks XII. XT. and X. of the Parete Survey District thence j Tvost along tho said North Boundary to the centre of the Wanganiu River, thence down the Wanganui River to tho intersection with tho said River of the line dividing the Wellington and Taranaki Land Districts, thence by the said dividing line to the centre of the Waitotara River, thenoe down the Waitotara River to its mouth on tho Tasman Sea, thence by the shore of the Tasman Sea to the point of commencement.
