WAITING FOR MONTONEGRO. LONDON, March 31. Montenegro has not replied to the -i'ow©rs. and is believed to be consulting with Belgrade. In Cettinje it is thought, that the operations at Scutari will continue, because the Powos will, owing to the •/naccessible nature of the country, be i.nabl© to enforce their demands. Firing has been heard in the neighbourhood of tho beleaguered town. The Powers have communicated Avith the Servian ' Government whicb replied" that it was consulting with the other Allies.
