Yuan Shih Kai has telegraphed a final warning to Kitukhtu remonstrating against tho latter's barbarism at Kobdo and elsewhere. His troops murdered find looted, outstripping the most lawless robbers in China. Yuan Shih Kai stated that he would oiot permit the maltreatment of citizens witnbut taking action.
