Mr. P. Acland, speaking at Taunton, said it was legitimate to question Lord Roberts' statesmanship, although no one could questioH his ability as a genoral. If Lord Roterts' training scheme was carried out on the German plan, it would cost an additional ten to fifteen millions annually. Such a scheme would bo horribly provocative and unnecessary.
