Tho "Times" says the American House is strongly democratic. There f).iK) indications of a small Democratic majority in tho Senate. Britain has every reason to expect that Dr. Wilson will be a good friend, but the formula to cover the Democratic external policy is hard to find owing to the lapse since the last Democratic President.
