LONDON, October 25

The Hon. Jesse Collings, in a letter to the newspapers, protests against the proposal that the best Britishers bo shipped away at the public cost, particularly Sir Albert Spicer's statement before the Dominions Commission, to the effect that Poor Law boys could be delivered in the Dominion free of cost. Mr. Collings recalls Mr. Burns' statement at the Colonial Conference that the Dominions were entitled to the overflow, but must not empty the cistern.
