IRREGULAR AND UNTRAINED. LONDON, Oct. 15. A Berlin 'newspaper declared ."chat tho Turkish army is mainly composed of reservists and irregulars, while the regular troops lack training. Recent recruits havo been marched through tho streets chained in couples and guarded by soldiers carrying fixed boyonets. The artillery is good, but most of the men can neither rido nor drive. The food supply consists almost wholly of canned stuff, which the Young Turks purchased from tho Dutch after some Turkish troops had been poisoned by other supplies bought cheaply after the Boer War.
