Received 10 p.m., October 24. LONDON, October 24. Mr. Astor moved an amendment to provent the Irish Parliament from legislating to deprive people of their liberty without due legal process. The Pronrier objected that the limitation would enthrone the judiciary in the position of being the ultimate tribunal. This very problem was now being discussed in tho United States as to whether it was safe for the Legislature of a democratic community to work under the fetters of a body which was not responsible for public works, and not found in the Constitution Mr. Bonar Law recalled that Mr. Asquith voted in favour of the amendment in 1893. Mr. Astor's amendment was defeated by 299 to 197. Clause threo was guillotined, shutting out 52 amendments.
