Before th-e Dominions Commission, Sir Albert Spicer, on behalf of the Chamber of Commerce, urged the importance of the emigration of boys and girls to the Dominions as an alternative to sending skilled agriculturists, who were required at Home. The Emigration Committee of the Colonial Institute incited on the advantages of emigration to children, particularly orphans, under Hoards of Guardians.
