NEW YORK, December 17. Russia has protested against tho abrogation of tho treaty of 1832.

Tho Senate leaders declare that a modified resolution is certain to be adopted ending the treaty.

Russia has declared that the wording of tho Sulzer resolution, adopted by the House of Representatives, is objectionable. , ~ . .

A hurried meeting of the Cabinet is to be held at White House. '

(It was cabled the other day that the United States Senate is likely to adopt a resolution abrograting the Russian treaty of 1832 because of discrimination" against American Jews.)
